For the purpose of Rule 52, Stamping Machine stamps shall be brought into circulation in accordance with sub-section (1) of Section 13 of the Act. Such stamp may be used by the general public if the following conditions and restrictions are complied with:-
(1) The print from such machine shall be of bright red colour.
(2) Such seal shall be affixed to the right corner of the front of the postal item.
(3) The fee charged for the license to use such a machine shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette.
(4) Other terms and conditions shall be as prescribed by the Director General from time to time.
(5) The Director General shall have the right to grant or deny license for the use of stamp machines.
